Drafted in July 2015, the programme ‘State aid in financing the costs of management of rail infrastructure, including its maintenance and renovation for the years 2014-2023’ is – in the opinion of Pro Kolej Foundation – an important and needed document. What should be greatly appreciated is a recommendation it puts forward to significantly increase the outlays to maintain rail infrastructure and allocate funds for the benefit of PKP PLK S.A. to lower rates of access to rail infrastructure.

Poland will invest over PLN 67 bln on rail until 2023

The Ministry of Infrastructure asks to express an opinion about KPK (Domestic Railway Program until 2023). KPK is a program document concerning infrastructural railway projects of overall value 67 bio zł. Due to the financial planning of UE they are to be realized in 2014-2020. The public consultation will last till 10th August 2015.

42,8 out of 67 bio zł will be obtained from UE budget, the rest will be covered from national resources. It is estimated that PKP (Polish Railway), the biggest payee, will get 9,48 bio euro (39,8 bio zł) due to UE grant.

Bad strategy, Pendolino unexploited and no perspectives for profits. Jakub Majewski – from Pro-Kolej Foundation comments PKP Intercity

Today, the board introduced data, which prove that more and more passengers use PKP Intercity and that Pendolino train remains profitable. Majewski points though, that boasting about 2-million raise of passengers has no point.

He also reminded that in last three years the entity has lost 10 million passengers due to track renovations and very long travel time following it. According to Majewski, 2 million of new passengers in the light of recent losses means rather poor success
