The second day of the 11th edition of Trako Fair 2015 was opened by an international debate: ‘European Rail Policy’ organised by ProKolej foundation. The numerous guests were welcomed by minister Claire Perry from the United Kingdom and Jakub Majewski, PhD, foundation President. The introductory speeches confronted the scientific, administrative and business points of view on the main industry challenges (Marcin Wołek, PhD, from the Chair of Transportation Market at the University of Gdańsk, Gerhard Troche, PhD, from the European Commission, and Johann Metzner from the European Division of the Transportation Policy in the Deutsche Bahn Headquarters).
The following issues were particularly interesting for the representatives of the Polish rail sector:
- new costs of EU regulations,
- political discussions regarding the fourth railway package,
- ideas how to increase the share in the growing transportation market.
Then Radosław Czapski from the World Bank carried out a discussion of experts on the industry and railway law (Jonathan Beckitt, PhD from CMS Cameron McKenna in the United Kingdom, Jeremy Candfield from the Railway Industry Association, Piers Marlow from the European Passenger Transport Operators, Jean-Philippe Peuziat from Public Affairs division, UNIFE). The experts focused on unification of technical standards, unjustified fear of opening the transportation market to the competition and asymmetry of the rail and road sectors. An interesting dilemma was also the problem of overregulated rail in the context of transportation.
